Most US states are one-party consent: if you are in the meeting, you can record it. About a dozen states, including California and Florida, require all parties to agree. Other countries have their own rules, and workplace policies can be stricter than the law.

Transcribing without consent, meaning recording secretly, is where the legal risk lives, and having a person listen in and transcribe a call sits under the same rules as a recorder. The practical answer never changes: say you are recording at the start. Nobody objects, and the question disappears.
